Meter reading

The system for managing and optimal improvement of consumption reading: generating, entering and processing reading lists.
A possibility of work with classical reading lists, optimally improved reading list, selective reading.
Monitoring of the state of measuring spots and the reasons for the absence of reading at each measuring spot.
Connecting of reading to a particular reader memorizing of the history of the consumption of all reading spots in an arbitrary long period of time.

Memorizing the changes of the meter, survey of the changes at each reading spot. System of adjusting reading frequency to the expected consumption and detection of anomalies in consumption registering.

A monitoring mechanizm when entering consumption data. In case the operator or reader decides to bring up to date an item in the reading list order, to enter data, they must be in accord with the previously defined criteria.

If the entered data do not fit the criteria needed, the monitoring mechanism does not allow registering. However, if there is a doubt about the data of amount of the metered consume, the operator is given the information about it, and entering is allowed but marked as suspicious. Checking the entered reading lists on several bases. A special order for making changes in reading lists.

Following the trend of entering data and consumption on general basis an in respective areas. Monitoring the daily output of the reader. Printing control lists and special orders for reading.
 


Accounting of metered consumption and services

Accounting of consumption according to reading or some other criterion. Accounting of other services on various bases.

Memorizing all the elements of the account for each accounted item respectively. A possibility of issuing an account for several categories of consumers in one redaing list. A possibility of a partial account in particular areas. A possibility of an overall account for all categories.

Automatic account of consumption registered on primary and secondary meters, accounting of net consumption no matter how complex the connections of the meter may be. Estimated consumption for the consumers at primary measuring spots is made on the basis of gross consumption at this particular measuring spot, and then annulling is made on the basis of the amount of consumption at the secondary measuring spots.

Automatic accounting for the consumers using joint meter. Accounting of the share in consumption on proportional basis, including the cases when consumers belong to different categories, in the large buildings where a joint meter is used.

The account of the amount of the metered consume is made based on proportion, and the account of the service is made based on the price for the category the consumer belongs to.

The account of the services can be made for every category or a group of consumers, or for any combination of categories and groups, including the account of all the categories and groups. A special price list for each category.

A possibility to define a special rate system with several ratezones for each service and consumer category.

An automatic accounting of interest for an arbitrary period.

Invoicing - Billing
 

Processing of the errors in approximation and automatic booking in the phase of invoicing according to the Law.
Servicing of the errors by predefinited aproximation.

Printing of PIB and other data: date and the amount of the last payment, overall debt of the consumer, messages, warnings, debt according to legal suit, contact phones.

A possibility of paralel printing on several matrix printers.

A possibility of printing invoice on the universal invoice form (the same for all consumer categories), form in three parts, containing the report about handing in, bill, payment report.

Printing of the leading, main, total bill, when more than one consumer belongs to the buyer, total bill is printed as the leading one, and respective bills are printed as appendices. The number of appendices is not limited. The total bill and its additions are indexed separately and each has the total number of appendices marked.

The bills are sorted out on the basis of: areas, order of the streets in the area, home number, entrance, flat number, customers name.
 
 

Booking financial changes 

Formation of the booking order.
Checking sums for the checking of orders.

An inbuilt possibility of searching in case of an unclear code, a possibility of booking directly by using the user name. Manipulation of distributed items.
Temporary orders for booking (unfinished orders). A posibility of automatic closing of balance with problematic claims.
Signalizing when boooking payments are higher than total debt.

The work of bill collecting and meter-reading service

Bill collectors are specially catalogued and they are divided into readers, bill collectors and readers - bill collectors.
Monitoring the number of the taken, handed, that is, collected payments is registered and according to the records monitoring of the efficiency is performed the account of possible commission. Payments of commissions are also registered so that at any moment one can get the current situation of each bill collector.


Registering complaints

Registering and classification according to the type of complaints with the possibility of connecting it with a concrete measuring spot, user and account.
Monitoring the complaints according to their status (unsolved, accepted, rejected).

Collecting of outstanding debts, warnings, legal suits

Automatic formation of the list of debtors on the basis of the determined criteria.

Generating of special orders for checking general information about the customers in the field work, a warning before disconnecting, a warrant for disconnecting etc. These documents are generated on the basis of forms created in Microsoft Word. The user list can be reduced by additional marks. After getting the final list, suits can be booked automatically. The amount for which the user is sued, is automatically taken from the regular card and together with the legal expences is booked on the card in dispute. After this the documents can be printed that are taken to the court.

Account of legal expenses.

Possibility to create one's own forms, suits, warnings, disconnection orders...

Printing of specifications and suits, financial cards.

Presentation of the amount of legal suit on the payment bill.
 

Multiuser environment 

The program basicaly can run up to 20 simultaneous users.
Users rights are definited by the person who gets the authorization of database administrator, by which a suitable level of protection/safety is achieved. There can be one or more administrators.

Checking of the approach provides:


On the basis of the list of events one can define which user approaches the database and the purpose of this, description of transactions; what is usualy understood is: approach, entering data, corrections, working screen invoke, processing. Possibility to determine which user makes the transactions and from which workstation.

 
 


Managing catalogue data


All the customers and meters within one base.
Catalogues of customers, measuring spots, meters, streets, settlements, areas, connections, hydraulic knots, readers and bill collectors.

Printing of register and inventory lists (equipped with bar code). Printing tables of measuring spots (labels equipped with bar code).
For the needs of inventory of customers and meters, a possibility of a fast searching /filtrating which can be activated by the keyboard or the reader's barcode.

Arbitrary number of cusomers categories.
Memorizing the history of changes in the number of members in the tenant's councils (printing of a special report).

Searching the catalogue data according to one or more keys simultaneously. Searching according to a partly known key by using joker signs.
 
 

Connecting with other systems

Organizing database is completely standardized, so that any program can use the data by ODBC driver or SQL.

Catalogued connections and hydraulic knots are connected whith measuring spots. These data can be used for the analysis of distribution system (WATERCAD...)

Connecting with programs for financial booking can be performed by special tables designed for this purpose. All the booked financial changes are automaticaly registered in these tables.
 
 

Automatic customer service - Infotel voice machine

Automatic voice machine by which customers can, over the phone, get the information about their debt, the amount of the date of the last payment, the last account, data about meters, meter reading...
Voice machine is connected by a link to the account database. Sound sequences recorded in advance and adjusted.
Work on the ordinary PC equipped with standard voice modem connected to the direct phone line. Computer network 100Mbps. Designed for Windows operating system.

Coordinating and uniform, structured internal standards (definitions, symbols, signs abbrevations ways of marking, the look of the screen: titles, menu system, standard menu, forms for data entering and viewing). Organization of the users menu, according to the groups of work and functional entities. Shortcuts for runnining throught menus, leaps to forms and reports. Keys for starting processing and special actions. Comfortable users interface. Program functions monitoring, information in a clear form messages in the program differ in their type: questions from the program, warrnings, messages about the errors made, messages of grate fulness). Before performing the actions that can have serious consequences (e.g. permanent erasing) clear warnings about the consequences and as a rule, a request form multiple confirmation before executing the command. Standardized entering of data throught forms and tables checking of on intergrity and consistency of data. Checking on accuracy and completness of entering data.

Checking of the approach to the data (prevention of accidental or deliberate non-authorized approach). Integrity of data (prevention of a non-authorized change, of an accidental or deliberate destruction of data.

Forms clear, comprehensible: alpha numerical fields are on the left side levelled, on the right side, decimal dot or comma are lined up in the same vertical line, borders of the fields easily recognizable, fields that are used at certain moments are highlighted, identified incoming errors momentarily shown on the screen, changes of the screen contents followed by a visual or sound signal.

A clear concept, principle, structure, the way of functioning and application.
The results of the program work are presented in a comprehensible way e. g. choice of the options from the screen, graphic presentation, details in the case of an error, explanation of certain functions, questions, messages and so on.

The users documentation contains the structure of business functions of the application for which the software was made, instructions for using:the menu, windows, functional keys and the description of general messages, messages about errors, descriptions, names, terms, definitions that are mentioned in the general or particular documentation, including programs and data are terminologically brougt into accord.
